Key Local Agencies and What they Do

Area Agency on Aging Pasco-Pinellas

The Area Agency on Aging of Pasco-Pinellas (AAAPP) is the region’s main entry point for publicly funded senior services. They provide information, referrals, and eligibility screening for programs such as home-delivered meals, in-home support, transportation, caregiver respite, and Medicaid Long-Term Care. AAAPP is the place to call for guidance on community resources, caregiver support, or concerns about elder abuse, neglect, or exploitation.

SHINE (Serving Health Insurance Needs of Elders)

The SHINE (Serving Health Insurance Needs of Elders) program provides free, unbiased counseling to help older adults and caregivers understand Medicare and related health insurance options. SHINE volunteers offer guidance on Medicare enrollment, plan comparisons, prescription drug coverage, cost-saving programs, and resolving billing or coverage issues. It’s an excellent resource when you need clear, impartial support to navigate Medicare choices or troubleshoot insurance concerns.

Program of All-Inclusive Care for the Elderly (PACE)

The Program of All-Inclusive Care for the Elderly (PACE) in Pasco and Hillsborough County provides comprehensive, coordinated medical and social services for eligible seniors who want to remain safely in their homes and communities. PACE offers an integrated model that includes primary care, therapies, medications, transportation, personal care, adult day services, and care coordination—all delivered by an interdisciplinary team. It’s an excellent option for older adults who qualify for nursing-home–level care but prefer to stay at home with a fully managed support system.

Best for: Seniors needing nursing-home–level care who want to stay at home.

Community Aging & Retirement Services (CARES)

The CARES (Community Aging & Retirement Services) organization provides a wide range of community-based supports that help older adults in Pasco County remain independent, safe, and connected. CARES offers services such as adult day care, in-home personal care, respite for caregivers, senior centers, transportation, and wellness programs designed to enhance quality of life. It’s a valuable resource when seniors or families need practical, local support to maintain independence or reduce caregiver strain.

Alzheimer’s Association - Florida Gulf Coast Chapter

The Florida Gulf Coast Chapter of the Alzheimer’s Association provides free education, support groups, care navigation, and a 24/7 helpline to help people understand Alzheimer’s and other dementias, plan of care, and cope with emotional and practical challenges of the disease.

Best for: Individuals living with dementia, family members and unpaid caregivers, and healthcare or care professionals who want reliable information, emotional support, and local resources across the Florda Gulf Coast region.
